Command 0x23: Set channel volume (same left and right)
Sets the channel’s left and right volume to the same value.

Remarks
Sets both the channel’s left volume and right volume to volume. The new volume is written to the DSP at the next key on.
This command takes no time to process, and the following event is read within the same tick.
