Command 0x0E: Cancel vibrato
Disables vibrato.

There are no parameters.
Remarks
Clears bit1 of the effect enable flags and disables vibrato. The pitch stays at the value changed by the vibrato, and returns to the original pitch at the next key on.
This command takes no time to process, and the following event is read within the same tick.
