Command 0x0C: Add to tempo
Adds a value to the BGM tempo.

0x0C, sbyte delta

Remarks
Adds delta to the BGM tempo. The calculation is done in 8 bits; if the result goes out of range, it wraps around.
This command takes no time to process, and the following event is read within the same tick.
Note
- Even when executed on an SE channel, the BGM tempo is changed.
