Command 0x0E: Cancel vibrato
Disables vibrato.

Description
Clears bit1 of the effect enable flags, disabling vibrato. The pitch stays at the value changed by the vibrato and returns to its original pitch at the next key-on.
This command takes no time to process; the following event is read within the same tick.
