[Fixed] Linking to a <hr> element by hash in anchor tags fails in Chrome 61
Normally, you can link(jump) and scroll to an element with a specified id within a page, by using hash in anchor tags. This specification was fully implemented up to chrome 60, and was working well. But after the release of chrome 61, it has come to no longer work perfectly.
Specifically, if a <hr> element has a style of positive height, anchor link to it comes to work(Sample1 below). But without style (or without height), it no longer works(Sample2 and Sample3). In chrome 60 and earlier, both were working well.
This page is related to Issue 769174.
Postscript: To our joy, this bug has been fixed since Chrome 63.
Samples:
Sample1: Scroll(jump) to id="test1"
Sample2: Scroll(jump) to id="test2"
Sample3: Scroll(jump) to id="test3"
