Spaces shouldn't cause horizontal scrollbar under line-break: anywhere.
Maybe, Chrome fails to wrap the spaces to next lines.
Postscript: Horizontal scrollbar under white-space: pre-wrap; line-break: normal might be intentional implementation and spec compliant. So I modified this page.
This page is related to Issue 966773 and Issue 720205.
Postscript (2): This is not a bug but spec compliant, and the behavior we want is available by enabling chrome://flags/#enable-experimental-web-platform-features and attaching style of white-space: break-spaces.
